Operator means an individual qualified to operate uninspected passenger vessels. First Class Pilot accompanies vessels while they enter or leave port to ensure safe navigation of entrance and departure. This license holds the same authority as the Master Inland/OUPV plus it allows the operator to act as a Mate on Inspected Vessels up to miles offshore and allows the holder to operate uninspected vessels to miles offshore.
